Mr. Talley's practice at Blanchard Walker involves energy, utility law, administrative law and regulatory law. He is admitted to practice in the State of Texas and Louisiana. He earned his undergraduate degree from Tulane University in New Orleans, Louisiana (summa cum laude) and his law degree from Louisiana State University in Baton Rouge, Louisiana, where he was a member Phi Kappa Phi and Order of the Coif and served as Associate Editor of the Louisiana Law Review.
