Mr. Talley's practice involves energy, utility law, administrative law and regulatory law. He received his undergraduate degree from Tulane University (summa cum laude) and his law degree from Louisiana State University, where he was a member Phi Kappa Phi and Order of the Coif and served as Associate Editor of the Louisiana Law Review. He is a member of Phi Beta Kappa and the American, Louisiana, Shreveport and Energy Bar Associations. Mr. Talley is also admitted to practice in the State of Texas.
